Col. (Ret.) Prof. Phil Lark
Professor Philip Lark is the Executive Director of the Program on Cyber Security Studies at the George C. Marshall European Center for Security Studies located in Garmisch-Partenkirchen, Germany. Professor Lark is the Founder and Developer of the Marshall Center's Global Transnational Cyber Security Program, a comprehensive non-technical strategic-level policy program for top national leaders including diplomats, policy-makers, legislators, military and law enforcement officers, ministerial staffs, and cyber professionals. A retired U.S. Marine Corps Colonel, Professor Lark has over 30 years of international strategy, policy-making and planning experience in the cyber domain primarily focused throughout Asia, the Pacific, Africa and Europe.
