Daliborka Uljarević

Executive Director, Centre for Civic Education

Daliborka Uljarević serves as the Executive Director of the Centre for Civic Education (CCE/CGO), one of Montenegro’s most influential NGOs. Additionally, she holds positions on the boards of several prominent Montenegrin NGOs. With a degree in Political Science and a major in International Relations from the Faculty of Political Sciences at the University of Belgrade, she has further specialized in political systems, EU affairs, media policies, human rights, and civil society through various Montenegrin and international educational institutions. She is an active member of the RECOM Reconciliation Network (formerly the Regional Council of the Coalition for RECOM) and the HBS Western Balkan Strategy Group. Until recently, she also contributed as a member of the Western Balkans Advisory Committee of the global Open Society Foundations (OSF).

Her professional background is also intertwined with international media, having worked with BBC World, as well as various international organizations including the Council of Europe, OSCE, and IFES. Her expertise is frequently sought after, leading her to engagements as an expert/consultant for diverse EU-funded consultancy groups. She is (co)author and editor of series of publications and articles in the domains of democratization and Europeanization. Her insights as political analysts are consistently referenced in Montenegrin, regional, and international media.
