Dr. Savo Kentera currently serves as President of the Atlantic Council of Montenegro, an organization he founded in 2006 and previously led from 2008 to 2022. In 2002, he served as Director of the National Security Agency (ANB) of Montenegro. He was re-elected President of the Atlantic Council in January 2025. Since 2006, through his work with the Council, he has been actively engaged in promoting Euro-Atlantic integration in Montenegro, with a key focus on enhancing stability and fostering cooperation in the Western Balkans and beyond.
A major achievement of his work is the To Be Secure (2BS) Forum, which he also founded in 2011. Today it stands as the leading political-security forum in Southeast Europe, shaping national, regional, and international security frameworks. In 2018, he established the Digital Forensic Center (DFC), the first of its kind in Montenegro, dedicated to countering disinformation, fake news, and propaganda aimed at destabilizing democratic processes in Montenegro and the wider Western Balkans. During this period, he also served as editor-in-chief of Security Magazine and DFC Magazine.
Before founding the Atlantic Council of Montenegro, Dr. Kentera was Director of the Center for International Relations of Montenegro and Vice President of the Atlantic Treaty Association.
His expertise spans international relations, the complex interplay between politics and intelligence governance, as well as broader security issues, with particular emphasis on counterterrorism. Dr. Kentera has lectured and published on defense system reform and security integration in Southeast Europe.
He holds a PhD in Security Studies from the University of Belgrade and has participated in programs in the United States, including at the National Security Institute and the John F. Kennedy School of Government at Harvard University.
