Mladen Grgić is a Lecturer in International Security and Theories of International Relations at the Faculty of Political Science, University of Montenegro. He holds a PhD in International Political Economy from Pompeu Fabra University in Barcelona and master’s degrees from the University of Bologna and the Catholic University of the Sacred Heart in Milan. He is the author of the recently published book Chinese Infrastructure Diplomacy in the Balkans: Beijing “Sponsored” Consensus (Routledge, 2025).
He previously served as Adviser to the President of Montenegro on Economic Affairs and Economic Diplomacy and as Director of the Montenegrin Investment Agency, alongside executive roles in the private sector. He was a Fulbright Visiting Researcher at the University of California, Berkeley, and a Chinese Government Scholar at Xiamen University.
